The medical service in Hong Kong has covered all over the regions, offering convenient services to its citizens. With the current status, The Hospital Authority (HA) manages 43 public hospitals and institutions, 49 specialist out-patient clinics (SOPCs), and 73 general out-patient clinics (GOPCs). Hospitals are arranged into seven hospital clusters based on their corresponding locations, including Hong Kong East Cluster, Hong Kong West Cluster, Kowloon East Cluster, Kowloon Central Cluster, Kowloon West Cluster, New Territories East Cluster and New Territories West Cluster. You might probably wonder, why are the hospitals in Hong Kong arranged into clusters? The purpose of hospital clusters is to ensure continuity of care for patients within the same cluster.
The Accident and Emergency (A&E) Services [2]
The Accident and Emergency (A&E) services are provided at 18 public hospitals under the HA. To ensure that patients who suffer more severe conditions are accorded higher priority in medical treatment, the 18 A&E Departments implemented a triage system which classifies patients according to their medical conditions. When patients arrive at the A&E Department, they will first be assessed by a professionally trained nurse based on the severity and nature of their medical conditions. After that, they will be classified into five categories: critical, emergency, urgent, semi-urgent or non-urgent
General Out-patient Clinics (GOPCs) [3]
The general out-patient clinics under the HA mainly provide primary health care services to the elders, low-income individuals, and patients with chronic diseases. Patients can be divided into two main categories: chronic disease patients with stable conditions such as diabetes mellitus and hypertension, and episodic disease patients with relatively mild symptoms such as gastroenteritis, influenza, or colds.
Nursing services like drug injection and wound dressing are provided in GOPCs. For patients with chronic illnesses such as diabetes mellitus or hypertension, multi-disciplinary teams will provide them with health risk assessments and follow-up care. As for high-risk chronic patients, targeted treatment services such as continence care, medication management and compliance, are provided by nurses and allied health professionals, including physiotherapists, occupational therapists and pharmacists. GOPCs also provide smoking counselling and cessation programmes to facilitate smokers to quit smoking.
Specialist Out-patient Clinics (SOPCs)
A specialist out-patient clinic (SOPC) is different from a general out-patient clinic (GOPC), which offers targeted diagnostic and care services to people in various medical disciplines. In the public healthcare system of Hong Kong, if citizens are in need of specialist consultation, treatment and investigation, referrals must be made in advance by registered medical practitioners before making the first appointment.

Chinese Medicine Services [5]
Since 2014, the HA has been implementing the Integrated Chinese-Western Medicine (ICWM) programme. It provides in-patient Chinese Medicine services and follow-up Chinese Medicine out-patient services to patients of four selected disease areas (including stroke care, musculoskeletal pain management and cancer palliative care). Up to date, there are eight public hospitals providing the above-mentioned services, covering all seven hospital clusters of HA. In addition, the Government has incorporated Chinese Medicine into the healthcare system of Hong Kong in 2018, including the provision of Government-subsidised out-patient services by the 18 Chinese Medicine Clinics cum Training and Research Centres (CMCTRs) at each district.
